Billing Unit Settings
Define how each program converts service into billing units. Billable Notes always apply the rule that was effective on the Date of Service, so historical notes are never recalculated.

Rules are effective-dated: to change a rate going forward, add a new rule with a future Effective Date rather than editing the historical one. All changes are recorded in the Audit Log.
